Well, the Madurai people say they are planning to upload material, but
they don't yet seem ready to edit features themselves. But as long as
the feature editing is done openly, e.g. with posting of drafts to
imc-india@lists.indymedia.org, I guess that N.America based feature
editing is compatible with the locality criteria, at least to start
off with, particularly since locals are around providing
content. The Madurai group have posted at least once:

to the imc-india list, so they can clearly post again if they want to comment
on the feature editing!

As Siv clearly said, it's hardly for me to decide! 

I do have a practical point, which I think agrees with Jay's point:

At the moment, there's virtually no spam (stuff unrelated to India) on
the india.indymedia.org site. Once the site is listed in the
left-column, could there be a risk that spam will drown out the useful
stuff? If we follow Jay's suggestion of waiting until some people have
started updating the features, then the regular creation of features will
be a way of highlighting good stories so that readers are not discouraged
by the spam.

But it would also be good to have someone who can shift non-India
stories to the hidden list. (While waiting for a fuller editorial 
policy.)

Bonnie, Vatsan, Stephanie, Srihari? Can anyone finish Bonnie's draft
feature:

Well, it would seem efficient to me if Vidhi <vidhip at systemsmonitor.com> 
and Amudhan <amudhanrp at rediffmail.com> could
subscribe to the imc-india mailing list, since they are two key people
who don't seem to be on the mailing list at the moment.

It would be good to see an open meeting where at least some of the 23
Madurai social interest type groups are invited. I don't think waiting
for the meeting is a reason for delaying left-column listing, but in 
a city of a million people

it would be good to know that outreach is continuing! With more groups 
involved, chances are that more local Madurai people would have internet
access, to make the group as diverse and robust as possible.
