[New-imc] Revitalizing IMC Cleveland

would it be okay for me to set them up with a login to stallman for 
cleveland IMC so they can manipulate the center column?
Basically, much like prague?  Remove them from linked cities list until 
they are ready to go, but in the meantime they can update the center column?
