i think that new-imc (and other Indymedia) people would be most
comfortable if the people in Nepal were really involved and making
decisions locally right from the beginning rather than "eventually". Of
course, we realise that internet access is probably difficult and
expensive there, and there are security risks for local individuals. So
creative solutions are certainly possible.
Someone in the above link commented on the Palestine IMC - this really
*is* run by locals (i admit that due to my ignorance of realities
there, i really was surprised that it got going), but with some
international support, running the show. The locals were well enough
organised and had enough email usage that they were able to defend
their local decisions. In particular, they defended their choice to
use the name "jerusalem.indymedia.org", despite many new-imc people
feeling that it was not a wise choice. If they hadn't been well
organised locally, it would have been difficult for them to insist on
their decision.
Anyway, could i suggest that the international support people
interested in an IMC Nepal, who are likely to have much better
internet access than the locals, take the time to read the new imc
documents:

These are not meant to be bureaucracy, they are documents discussed
widely, based on experience, and meant to help in organising a
sustainable, local IMC. And they can, or more likely, will, evolve
further based on experience...
