[New-imc] sending new-imc information

Below is an e-mail I just sent to imc-communication, about the idea of 
sending that list notice when a new-imc application goes up in front of 
imc-process.  Now that imc-communication is developing as a better place 
for imcs to communicate with one another, I figure they should at least 
know when a new IMC is being considered.  Does anyone disagree with 
that?  If so, we can certainly talk about it.

Hi imc-communication,

For more than a year the process of bringing new IMCs into the network has 
developed through the new-imc working group (new-imc at indymedia.org), and 
the http://newimc.indymedia.org web site.  Many, many IMCs have joined the 
network since the new-imc process started, and most of them are doing quite 
well.

There are many stages to the process of becoming a new IMC, all outlined at 
http://newimc.indymedia.org.  At the end of the process, a new IMC responds 
to the draft network membership criteria and sends a personal introduction 
to the new-imc working group.  We take a look for three or so days, and if 
there's no dissent, we pass the information along to imc-process for a 
week.  If there's no dissent there, the IMC has become part of the network.

Since we're finally developing this list, imc-communication, into a better 
place for IMCs to communicate with one another, and for important 
network-wide information to spread, I figure people on this list should at 
least be informed when a new-imc application has gone to the imc-process 
list. So, I'm going to send the most recent one, from North Texas, to this 
list.

Please send responses to the North Texas information to the 
imc-process at indymedia.org list, not here.  Perhaps some day we'll develop 
imc-communication into a healthy enough list to be the "home" of decisions 
on welcoming new-imcs.  I think that's definitely a conversation we should 
have.  For the moment, though, I think imc-communication should at least 
know when a new imc is sending its information to imc-process.
