[New-imc] Re: [IMC-Tech] imc cleveland & imc prague

the http://www.indymedia.org/contact.php3 page is now up-to-date via the
'official' imc database (it is a cached include file, no longer maintained
by hand).  it does not (at the moment)  list "inactive" IMCs such as
cleveland or prague.  however, these should probably be moved back from
inactive to "requested", then they would show up there.

we do need folks from new-imc to keep the database up-to-date.
