with "doing the applications" I mean he's contact person for the new-imc
group and he does the facilitation and communications for the new-imc
group with the aspiring imc's from that region (just to be clear :-)

that depends.
they can do massive outreach after filling in the form or before.
There are no strict rules on when in the process of organising the form
should be filled in.
