this is an ok idea, but I have a few more
- try formal consensus as defined at consensus.net. This method will break out into separate steps the forming of concerns about a proposal, the grouping of concerns about a proposal, the evaluating of concerns about a proposal and the resolution of concerns about a proposal. this will make the whole process much less about "blocking" and more about the concerns themselves and you will have many ways to discuss how the concern fits in with your mission
- Encourage anyone who goes to a meeting to raise a concern whether they are a "member' or not. Instead of limiting who can raise blocking concerns, limit only who can ultimately block, but not who can raise a concern, and then treat the concern like anyone else's concern - discuss it and work it through the process. Then if at the end the concern is still not resolved, if the only people who are blocking it are non-members and then a group may have to implement a pre-determined process to move forward towards consensus without them.

As far as I can see there are good reasons for having an IMC London
and the group that is working on that seems to be commited to the
principles of openness and transparency (and those of us who know
them will surely confirm that they really are).
I don't think we ever had a situation in which no consensus could be
reached because only two people (and as it seems no group behind
them) were blocking the approval of an IMC. However, I think it
should not be possible. I mean after all, if we would allow this,
anyone could start blocking proposals.
On the other hand we must find a process and general rules how we can
deal with this situation and not open the door for arbitrary
violations of consensus decision making.
I think we could have the following rule: in order to block a
proposal people need to be working in an IMC collective (which is
defined by the IMC membership criteria).
