[New-imc] Just a question

As i understand it the only difference is that the first version
is submitted at an early stage (step 3 in the list of 10 steps 
on http://newimc.indymedia.org), and by the time the group has 
done lots of outreach, got started on thinking through editorial
policy, decision-making process, etc. and is ready to be proposed
to new-imc, it will probably want to rewrite the introductory/mission
statement because many people will now be involved who were not involved
before.
