well that is my point, I've been asking 'who' all along, what 'the
process' is, and what element of the process is the issue that allows
this to happen (eg: there is no definitive 'end' to the dispute
resolution process, it gets bogged down, or there is no collective
agreement on dispute resolutions, there is a select group that 'decides'
etc).

Without it there, it won't happen, it will drag out into another year of
pointing at people, rather than the issue, which from what your saying
is from a lack of fair process.

In other words, it could happen again even if you 'win', hence my
comments about approaching the issue I see as very relevant, indeed,
it's the focus of everyones issue here atm.

So, saying that (and I could be wrong) what method, considering the fact
of experience with Indy methods currently, would you consider to be a
fundamental framework for handling a dispute such as this impartially?
What about deadlocks? Can it be put up to general Indymedia IMC's as a
replacement framework for dispute resolution? etc

Dave
