[axxs-sysadmin] server getting hammered

And_ came into IRC tonight complaining of long response times to melb 
indy and engage. I found arafura.axxs.org to be not responding either. 
'too many connections' was all that got printed on one attempt. I assume 
that's an apache message.

ssh is in a bad state, i can only get this far:

$ ssh axxs.org
cam at axxs.org's password:


then in just hangs after i enter my password.
