[axxs-sysadmin] a proposal

I think there needs to be a some thought to when to _stop_ taking new
hosting requests.
Obviously this didnt happen on the first server, and consequently became
unusable without rebooting various services daily.
I say this under the EngageMedia hat, who gave monies towards borg in the
hope that everybody will move to that, and we can use plain old email and
mailman on the axxs.org server, without needing somebody to restart it daily
;)
