[axxs-sysadmin] PROPOSAL: initial imc venezuela-centro test site (samizdat) on borg

This is a PROPOSAL for an initial samizdat test site on borg for the
"Venezuela Centro" Indymedia group which is getting organised - it's
for people from smaller towns in Venezuela, specifically including
grassroots people who are anti-capitalist and anti-authoritarian but
not pro-"revolutionary"-government.  The present IMC Venezuela is
mostly for people from the big cities Caracas and Valencia, and
apparently have difficulties accepting articles critical of the 
government in the central column.
