i don't know about ruby on rails, but ruby is certainly installed for
the samizdat sites - IMC Toruń and IMC Venezuela Centro.

AFAIR, the main samizdat developer - dmitry - had a try at converting
samizdat into ruby on rails format, but decided that ruby on rails is
too fragile and that it's better to stick to well-designed straight
ruby code, of course, using standard libraries whenever possible.  i'm
only a bit past beginner stage in ruby (my first oo language), though,
and i haven't looked at rails, so i can't judge directly.
