I'm fine with those numbers, It's rare I go more than 48hr without
reading mail, and usually read it constantly so I think that the wait
period should be driven by those will the least net access an dpicked
somthing high.
For number of editors perhaps we should say 2/3 so we don't need to
keep revising.
