[Boston-editorial] UFE story-explanatory note

Hey folks, 

I just did that so that we wouldn't get bogged down
with submissions over email.  These ways of submitting
have ways of getting around, UFE tells Tellus, tellus
tells mobe, and so on.  so I thought I'd nip it in the
bud.
