Well in the private mail he sent me, and refered to here, he said "by
consensus"

As to waiting periods, perhaps the better thing would to have a set
daily update time.  A multi day wait sounds like death if we're trying
to be a news outlet.  Even with that I'd like to see exceptions for
some form defined of "breaking news".

I'll grant that his particular story didn't have any particular time
sensitivity.  It was posted to this list more than 24hr before
centering, absent a policy to the contrary that seems reasonable to
me.
