[Boston-editorial] should we feature this?

I went ahead and did it.  We do (at least I do)
frequently edit articles by shifting paragraphs around
to make the lead paragraph come out front.  I did in
this article.  

ONe thing about this is we waited FAR too long to
center this, so my advice to Matt is: ask and wait one
day at the most.  If no one says anything against it
go right ahead.  For all we know this story may be
dead, maybe they signed the contract after all, or the
wasstewater plant blew up or anything could've
happened in a full week.
