This is a good article on why FEMA is where it is and
how it was swallowed by Homeland Security:

I know some feel uncomfortable re-posting
www.workers.org  articles, but I hope we can get past
ideological differences to focus on how stories like
these can help people think about what happened in New
Orleans.

Out of all the stories they have on their web site, I
think this one is probably the most original one.
