[IMC-Boston-Editorial] New Feature: Venezuela expands heating oil discounts in Northeast and beyond

I think this makes a fine feature. The Boston tie-in is a little peripheral: the author mentions the  program taking place in MA, which will affect Boston residents, but he doesn't go in depth into that aspect of the story. However, basically BIMC didn't cover that story and  we probably should have.  I think this story will give readers a little info from which they can decide to seek out more information if they so desire. Also, it seems like a good article for us, since we are one ofthe bigger New England IMCs.
Any objections, concerns, or comments?
Also, can anybody tell me why I can't get the picture to work with this feature?

Summary:
 On Jan. 12 Maine State governor John Baldacci with representatives from the state’s heating oil assistance program and the Venezuelan government signed a contract with CITGO to provide eight million gallons of heating oil at a 40 percent discount to low-income residents. 

A statewide heating assistance program in Massachusetts began Nov. 22 and a similar program in The Bronx started Dec. 6 and more than half-a-dozen more are imminent.
