[IMC-Dissent-admin] problems with cUrl

cUrl doesn't seem to be working.

have been trying to patch together something that will pull an RDF
file onto dissent (as fopen also seems to be having trouble connecting
to external servers.)

may well be reinventing the wheel... if there's another/better way to
do this someone please let me know.
