[IMC-Dissent-admin] IP bans

I must say I agree with Bob on this one - there is also the issue of
people on the server looking at the IP logs for what in their opinion is
harmless but what others might consider harmful purposes.

I am also not convinced that blocking a single IP will do us a shit of
good with the dragon prz folks, as I think I mentioned in a previous
email.
