[IMC-Dissent-admin] more lousy leechers

We have NO rewrite rules at the moment on dissent.  I've never played 
with them.  It's probably
a good idea to add them for the sites to stop the leechers.  
Unfortunately, I've only written one
rewrite rule in my career and couldn't competently come up with one that 
works without
experimentation...

Do you have one handy that can be plugged in?
