[Imc-africa] ....and budget for IMC/WSF and Maseno radio projects

sphinx that all sounds great.  i know funding sometimes takes a long time to
secure, i just wanted to make sure prometheus was being clear about what plans
we were making, what schedule we were going to try to meet, and what we needed
in terms of funding.

it looks like things are getting close!  its very exciting, and i will respond
to the email about the agenda for the meeting on friday if need be.
