[Imc-africa] more on prometheus finances/mini transmitters!

these numbers are included in the hardware estimate that andy sent -- 
they were just not 'broken out' for everyone to see.  let us know if you 
are interested in supporting the mini-transmitters being funded through 
the xminusy or imc-finance grants.
