[Imc-africa] update on imc-finance

Hi imc-africa,

As I could have guessed, imc-finance has pushed off the deadline for 
deciding on imc-africa's funding proposal for a week, from November 
20 to November 27, though maybe it will be postponed one more 
week.  This is no big surprise, as this happens all the time (more 
time necessary for translation, discussion in local IMCs, etc.)  I'm 
going to write a note to imc-finance letting them know that we need 
to have the decision come as soon as possible because we have to use 
the money right away to buy equipment.  I'll keep you up to date,
