we should investigate the groups that appear to be licensed but not
currently broadcasting. peut-etre un des organisations qui possede
actuellement un licence peut nous permettre de diffuser sur leur frequence
pendant le WSF. depending on why they're not on the air, there's a faint
possibility we could "borrow" their license and permit for the duration of
the WSF. on ne sais jamais; it's an outside shot.

this doesn't cover Kisumu; en tout cas, la question d'une licence pour la
station permanente reste.
