[Imc-africa] licensing -- what's the current status?

Regarding pirate stations and what not, let me look further into it. As it
is our approach to interpretation involves and alternative system using FM
receivers that essentially is based on pirate radio technology- albeit
within a very small radius around the venue. Some of us did not find it
necessary to go through the rigmarole of seeking official state clearance
because of the very minimal disruption on the airwaves while the sticklers
for “law and order” (uttered tongue firmly in cheek) were insisting on
getting government approval. That issue has not been formally resolved.

this is a question that the people who live/work/struggle in Kenya need to
answer.

je crois que c'est pour ceux qui vivre/travailler/lucher a Kenya de repondre
a cette question. 
pour nous, comme visiteurs, c'est assez simple de faire une diffusion sans
licence - si il ya des problemes avec les autorities, nous irons
probablement peu affecte et en tout cas, nous quitterons fin de janvier.
comment faire un projet qui va durer a long-terme (a Kisumu?) 

we can easily show up and run a pirate station for a couple of weeks - i
would like to hear what the people in Kenya feel about the risks and
benefits of an unlicensed broadcast, especially in terms of establishing a
permanent station in Kisumu. 

should we decide to broadcast without a license, let's be intelligent about
where we operate it from so that we don't needlessly put other activities at
risk. si nous décidons de diffuser sans licence, il faut etre intelligent en
termes de placement et operation de l'emetteur pour eviter de mettre des
autres activites en danger.
 

 

Or - Do you really want the
licensing? here in brazil we transmit without licensing, exactly because
we dont agree with all the spectrum regulamentation,. We desobey and
sometimes are punished for that. When we talk about kenya - is that too 
different? Our discussion is about apropriation of the media and how the
things are made for exclusion. The law here s made for giving privilege to
someone and produce the silence.


that said, Ange, i agree with you about the the law. i would like to hear
more about your experience in Brazil. je suis totalement en accord avec toi
concernant la loi. peux-tu parler plus sur votre experience en Brasil

esse é o ponto, voces realmente precisam de licenca. ou - voces realmente 
querem a licença? aqui no brasil nós transmitimos sem licença, exatamente
porque não concordamos com a regulamentação do spectro. Nos desobedecemos
e algumas vezes somos punidos por isso. Quando falamos do kenya - é muito 
diferente? A nossa discussão é sobre apropriação da mídia e como as coisas
sao feitas para a exclusão. A lei aqui é feita para dar privilegio para
alguem e produzir o silencio.
