A mon avis, les mots "have to" (« doivent ») sont faux, à la fois du
point de vue théorique et pratique. « sont fortement encouragés à » 
serait plus exacte.

Les documents sont des toujours des « brouillons ». Si un groupe
rejette un ou plusieurs points et explique pourquoi et ça paraît
raisonnable et venant d'un vrai collectif local autonome, il y a 
toutes les chances qu'il soit accepté dans le réseau.

Les groupes ayant des problèmes a être acceptés sont seulement ceux
qui ne communiquent plus après leur premier contact, ou (parfois) 
refusent de discuter avec les autres gens dans leur propre région.




(2) LA DISCRIMINATION POSITIVE DANS UNE CONSTITUTION DU SUD GLOBAL

Que la discrimination positive (favorisant le financement les
voyages des africains plutôt que ceux et celles du Nord) ait été
accepté sans controverse c'est plutôt un signe de la dominance 
du « Sud » plutôt que du « Nord ».

La discrimination positive est inscrite à la Constitution d'un pays du
« Sud global » foncièrement anti-colonialiste et indépendentiste,
celle de la plus grande démocratie du monde : l'Inde.

A tout niveau des répresentations parlementaires, national, régional
ou local, la discrimination positive - appellé la « réservation » -
garantissant la participation directe des gens des groupes les plus
opprimés est inscrite à la Constitution.

Ca se fait aussi dans les services publics, dans les universités, et
il y a eu beaucoup d'évolution depuis les « réservations » assez limitées
inscrites dans la Constitution de 1949. Pour plus de détails, voir (en)

Les réservations peuvent être autant que 50% des postes qui sont 
réservés pour les défavorisé-e-s.

Rien du débat étatsunien pour ou contre « l'action affirmative » :
c'est de la discrimination positive sur l'échelle hypermassive - des
millions de gens « opprimés » en ont profité et le débat en Inde
(d'après ce que je sais) est plutôt de chercher quel niveau de
réservations est juste, pas de prétendre que l'individu est élevé dans
un vide social neutre.

Que les africain-e-s n'aient pas peur d'une politique très « sudiste ».

IMHO, the words "have to" are false, both from a theoretical and from a
practical point of view. "are strongly encouraged to" would be more
accurate.

The documents are still "drafts". If a group rejects one or more
points and explains why and it seems reasonable and comes from a real
local, autonomous collective, there's a good chance that it will be
accepted into the network.

Groups with problems being accepted are only those that don't communicate
after their initial contact, or (sometimes) who refuse to discuss
with others in their own region.


(2) POSITIVE DISCRIMINATION IN A GLOBAL SOUTH CONSTITUTION

That positive discrimination (favouring the funding of travel 
for Africans rather than those from the North) was accepted 
uncontroversially is rather a sign of "South" domination rather
than "North" domination.

Positive discrimination is written into the Constitution of one country
from the "Global South", a country which is fundamentally anticolonialist 
and independent, it's the world's largest democracy: India.

local, positive discrimination - called "reservation" - guaranteeing
direct participation by people from the most oppressed groups 
is written into the Constitution.

This occurs also in the public service, in universities, and there's 
been a lot of evolution since the rather limited "reservations" written

The reservations can constitute as much as 50% of jobs reserved for
those discriminated against.

Nothing here of the us-american debate for or against "affirmative 
action": this is positive discrimination on a hypermassive scale - 
millions of "oppressed" people have benefited from this and the debate
in India AFAIK is rather to search for what level of reservations is fair, 
not to pretend that individuals are raised in a neutral, social vacuum.

Africans shouldn't be frightened of a policy which is very "global South".
