A key factor in the closure of alberta.indymedia was that those things alone are not nearly enough to maintain a functioning site.
There's a lot of volunteer work needed - on an ongoing, daily, basis - to ensure the functioning of the site, and prevent it being overwhelmed with crap. Then there's the tech side of it, and responding to emails.
And that's not even getting into the production of content.
There would need to be a team of dedicated volunteers in place before the site could be reasonably reopened.

The archives would be best left offline until there are volunteers who will clean up those archives (the content is a big mess - another factor that contributed to the closure of the site).
In the mean time, this list may continue to be a suitable venue for independent media workers and advocates in Alberta to connect, try to advance the cause, and build mutual support.
