The basics sounds to me like a traditional Indymedia 
information-sharing site, using drupal, like the PhillyIMC is 
building.  As strypey suggested, we would start by administering it 
like any traditional IMC collective -- moderating the newswire and 
such.  We could start there as our baseline, with a fully functional 
straightforward IMC-style alternatives site, with goals to roll out 
new features every month that will eventually take the Alternatives 
site a step beyond.

Aaron C. already went through the list of user-stories and indicated 
which he knows can be done in Drupal.  (ekes expanded on 
that.)  Maybe now we could ask Aaron C. or someone from the PhillyIMC 
site to clarify which things on that list the PhillyIMC site that's 
already in development is aiming to do?
