If you mean compares as regards feature set I'd say Broadcast Machine
is for creating fairly small sites with core but limited
functionalities. Plumi is aimed more at creating large community
sites with hundreds/thousands of users and the ability to be
extensively customised. It's also built on an already existing CMS
rather than being written from scratch.
Most key is the msg at the top of the page however
"Warning: Broadcast Machine is unstable software and is no longer
under development."
They are looking at other options including Plumi
