Dear AZ Indy Media Activists,

We recently learned that the Federal Communications
Commission (FCC) is planning to open a five-day
application window for community groups interested in
starting full-power non-commercial educational (NCE)
FM radio stations.  Full-power NCE stations refer to
non-profit stations from 88.1-91.9 FM (college, NPR,
religious).  In the last decade it has been almost
impossible to start an NCE station.  This upcoming
one-time application window marks the last time anyone
will be able to apply for a station.  After the
window, no applications will be accepted and all the
remaining frequencies will likely be taken.

It is expected that mainly religious groups and
National Public Radio (NPR) affiliates will plunder
what is left of the band.  However, we do have a
chance to grow grassroots media in the US.  There is
currently a deficiency of broadcast outlets that offer
locally-produced programming, alternative viewpoints,
and independent music.  We urgently need free speech
groups, colleges, and community non-profits to apply
for open frequencies to establish independent media
outlets.

Common Frequency, a non-profit organization, is
currently in dialogue with a number of other media
organizations such as NFCB, Prometheus, and
individuals planning to organize around the upcoming
application window.  We want to aid community groups
in establishing radio stations open to community
volunteers, and broadcasting a diversity of viewpoints
and non-commercial music.
