Hi guys - I sent these to Chris Carter as it had to be done today. Add in
other questions if you like though and we can try ask them too hopefully.
Questions for Chris Carter Interview 22cnd October 2004<?xml:namespace
prefix = o ns = "urn:schemas-microsoft-com:office:office" />
1. What do you think are the main reasons for a low - and generally
seemingly falling - turnout at local government elections in New Zealand?
2. Professor Jack Vowles recently presented a paper at Auckland
University showing that voting participation is lowest among the young in NZ
and showing that, as they get older, they continue to be less likely to vote
(rather than starting to vote when they buy houses, get married etc). Why do
you think we have this generational effect? Why are young people so
disengaged from politics?
3. Did you expect the turnout to be higher in Auckland City given the
high media profile of the mayoral race?
4. Do you think STV is inherently a fairer, more representative
electoral system in which more people's votes count?
5. Do you think the health board election is the right place for STV
given the large numbers of unknown candidates?
6. What exactly went wrong with the vote counting for certain local
bodies and health boards?
7. Has STV as a system got an undeserved bad press because of the
technical problems with vote counting and low overall turnout?
8. What do you think of adopting compulsory voting as in Australia?
9. You've said that you might consider introducing electronic voting.
What are its pros and cons?
10. What do you make of recent calls (for example in the Herald) to
'rationalise' local government as there are too many local bodies at present
meaning people are bewildered by choice and can't follow the politics of
each institution easily?
11. Increasing democratic participation is something that the government
stresses as important to an inclusive society- for example, it features as a
key dimension in its annual Social Report. What is the Labour government
planning to do to boost turnout at elections?
12. Will the government support further research into voting behaviour
in NZ?
13. Do you really think the problem is a technical one - i.e. voting
systems confuse voters etc, postal ballots - or do you think it is
symptomatic of a deep public disengagement from politics and/or cynicism?
