this is for a 45 minute cut weaving voting issue in and out of campaign
variety of experts can talk on each issue
use of vox pops to illustrate attitudes
Music and montage to break talking heads
Linked together with voice over.

Intro (0.00)

Voice over and graphics/stills describing worldwide problem of voter apathy.
US and UK examples - Blair and Bush. Basic NZ situation. Introduce 2004
local elections - Auckland.

Titles (03.00)
Music (upbeat) and montage with images of Auckland City - beautiful and not
so beautiful (traffic etc). Titles (indymedia/planet/Democracy Don't Know
Don't Care). Intercut in shots of campaigning hoardings etc and introduce
each candidate soundbite from each candidate - vox pops from apathetic
public - soundbites from candidates about their concern about apathy. Music
through out.

What is voter apathy? What causes it?  (06.00 mins)

Use main interview with Jack Vowles to talk about phenomenon in NZ.
Graphics.
Then use rapid fire cutting of 'experts' to give in quick succession all of
the possible reasons - give a sense of overload. Maybe use a graphic which
lists them all

Voice over: But at the end of the day - is it really that hard to get on the
roll? MMP has not delivered a much greater turn out. The information is all
out there. It's not that hard to vote if you want to.  Where there's a will
there's a way. But there just doesn't seem to be so much of a will. So there
must be some deeper reasons.
