audacity u can set the bitrate of mp3s and oggs
but you have to open the file first then export as mp3/ogg/wav
to convet stright to mp3 i use cdex ( http://cdexos.sourceforge.net/ ) where
u can just convert already edited files to whatever bit rate you want (set
the bitrate first)
unfortunatly it wont convert to ogg but will convert from ogg to wav/mp3
its great for ripping cds too and if you need it will record from an
external source
anyone know a windoze cd to ogg ripper (freeware/gpl obviously)as ogg is so
much better quality :)

in settings in cdex remember to uncheck the 'delete original file' box
