[imc-baghdad] PROPOSAL: funding from IMC finance list?

As one of the facilitators of the global finance list, I can tell you from
first-hand experience that until IMC-Baghdad becomes an official IMC it's
going to be _extremely_ hard to forge a consensus to disburse Global
Indymedia funds to it. It might be worth making a request that once
IMC-Baghdad becomes an official IMC that funding be disbursed.
It _might_ help that the project is sponsored by the UCIMC, but then
again, this would be asking everyone to agree to send Indymedia funding to
an organization that itself hasn't gone through the application process.
Either way, I can't be the one requesting the disbursal, but I'm willing
to help shepherd it through the finance decision-making process.
