[imc-baghdad] who/how should i send the paper out?

I recommend that Ramzi send the paper to one of us (or a few of us)- then 
we can post it for now.

Ramzi can also try posting it, but in the event of a problem, it would be 
much easier for one of us to post it as we have access to stable bandwidth.

Of course, you can try posting it Ramzi _and_ send it to one of us also as 
a backup.
I would volunteer to receive it and post it.
