[imc-baghdad] Update from IRAQ - 14 May

Ramzi and all, I would really like to make sure that this website does not 
become dominated by posts from outsiders (both those meaning to be 
annoying) and those meaning to be helpful.

BUT, this really isn't a decision that we should be making I think.  Ramzi, 
I realize you all have pressing issues, but can you come up with some 
guidelines in terms of what you would like to hide off the newswire (if 
anything) - I would suggest stuff that has _nothing_ to do with Iraq for 
starters.  Though I am a huge fan of open publishing, I don't think we need 
press the open publishing paradigm here - as practically no one in the 
community that the site is supposed to serve can use it.

At any rate, if you could come up with a policy for what should be hidden, 
or guidelines, or if you are too busy delegate it to us I guess ( but I 
really hope it doesn't come to that ).
