[Imc-be] more to translate stuff / layout

Hi,

Here translations in french.

For the name of the local imc's, I just translated Luik -> Liège and
Brussel -> Bruxelles. I think the locals (except Brussels) can keep the
same name in all langages, the name in their own langage. So Liège stay
Liège in nl/en pages and Antwerpen stay Antwerpen in fr/en pages. What
do you think?

I translated the name of the files, as asked, but it has to be verified
regarding the real names of files.

+ tell me if the is a problem of chars (uft-8 normally)
