[Imc-be] more to translate stuff / layout

Hey,

since there seem to have been mailserver probs:

In attachment there are some new files.
if you translate the one with the navigation, please translate the names
of the files (zoek.php to recherche.php or so ...)

the layout is online too and seem to work for the frontpage.
i still need to do the other pages.

can people who promised to work on static-texts advance with it ? (or tell
us when it will be about ready).
