[Imc-be] more to translate stuff / layout

Salut Aurélie, je ne réponds pas du tout par esprit de contradiction :ppp

Personnellement je suis pour l'idée de traduire le nom des villes en 
fonction de l'interface, car de toute façon qu'on le veuille ou non, il 
y aura un fichier .inc par langue/répertoire, donc autant en profiter.

Il faut aussi penser aux étrangers qui viendront sur le site, je ne sais 
pas si "liège" a un sens pour un amsterdamois tandis que "luik" est tout 
de suite plus significatif pour lui.
