[Imc-cambridge] climate change feature

Hey all

I've written (but not published) a regional feature about climate
change.  Number is 294725.   

I haven't checked publish yet.  So should it be possible to view it
without logging in to the admin side.  Have I got the process right, or
should it be published but hidden so you lot can view it easily.  not
sure.  haven't been able to preview it either so there may be some
slight mistakes in the html.  Someone want to let me know?

Any comments welcome.  It is quite long, and the ending was written
while I was feeling tired at the end ...  So a rewrite may be in order
