[Imc-cleveland] IMC Website Codebase Upgrade

actually i was just informed today about a bug by a friend who stopped over.

they said the couldnt post to the newswire or the calendar. ze got a error
message saying ze needed to select a language.

i tried to post a test and got the following error message.

ERROR DETECTED -- PLEASE TRY AGAIN!
