[imc-cms] Update

Ok, here is my update, per today's Techmeet meeting:

1- I moved techmeet.org from blackcat to bunke and I moved the database 
from blackcat to hugo

2- I also upgraded mediawiki to the latest version, we were really far 
behind

3- And, I started implementing the red design we talked about. It still 
needs work, but as for everything else, it works and we should continue 
adding content.

I would still like to add some stuff to the CMS FAQ that's on there.
