[Imc-communication] Belgium issue: What are the problems to be solved?

What are the problems that need to be solved?

1. Mutual acceptance.
We can only understand that the problem imc-liege wants to solve is
the existance of imc-belgium as such:
# in 2003 imc-liege asked imc-belgium to dissolve itself into local
IMC's
# in 2004 imc-liege proposed to use the belgium.indymedia.org url, i.e.
the actual url of the existing collective, for their syndication project
# in 2005 imc-liege tried to desaffiliate imc-belgium

All these requests were rejected by the imc-belgium collective and other
imc's.  Imc-belgium confirmed on several general assembly's its will to
continue working as a national & bilingual IMC with the url
belgium.indymedia.org.

Imc-belgium has never questioned the existence of the local IMC's in
Belgium. Even if we have a clear and outspoken meaning on the way
those IMC's function, we never questioned there existence, never asked
to dismantle or disaffiliate them.
So the fist problem to solve is mutual acceptance between the
different IMC's in Belgium.  How can we mediate if there is no mutual
acceptance?  

2. What are the remaining problems?
There are a lot of different problems between the different IMC's in
Belgium.
# How do we communicate the existance of different IMC's in Belgium to
the outside world?
# How do we link to each other?
# Can people participate in different IMC's?
# How do we deal with criticism on other IMC on our websites
And there are probably a lot more issues that have to be and can be
solved.

According to imc-belgium these problems can be solved with or
without mediation.
We prefer local mediation but do not oppose to other proposals.  All
solutions are negotiable.

So maybe the time has come to start with that mediation process or to
just start living with the idea that different IMC's coexist in Belgium.
So we reformulate our question to all Belgian local IMC's once more:

# Is there mutual acceptance?
# Do we want mediation?
# With or without mediator?
# With local mediation or mediation from the IMC network or both?

We propose deadline until 7 july 2005 to reply on these
questions.
Those IMC's that do not answer or do not  want to take part in
mediation can not be a reason to block or stop others from doing so.
Non Belgian IMC's can not block Belgian IMC's to start a mediation
process.

Belgium issue: Wat zijn de problemen die we dienen op te lossen?

1. wederzijds aanvaarden
Uit al het voorafgaande kunnen we enkel begrijpen dat voor imc-luik
het op te lossen probleem het bestaan, van imc-belgium op zich is.
# 2003 imc-luik vraagt de ontbinding van imc-belgium in lokale imc's.
# 2004 imc-luik vraagt de belgium.indymedia.org voor het synidication
project
# 2005 imc-luik vraagt de dissaffiliation van imc-belgium

Al deze voorstellen werden verworpen door imc-belgium en andere IMC's
uit het netwerk.  IMC-belgium besloot op verscheidene vergaderingen
dat het wilden functioneren als een nationaal en meertalig collectief:
belgium.indymedia.org

Imc-belgium heeft het bestaan van de locale collectieven in België
nooit in vraag gesteld.  Ook al hebben we een uitgesproken mening over
de manier waarop de locale IMC's functioneren, we vroegen nooit om ze
te ontbinden of te disafilieren.
Het eerste probleem dat dient opgelost te worden  is de wederzijdse
aanvaarding van de verschillende IMC's in België.
Hoe kan er ook sprake zijn van mediatie als er geen wederzijdse
erkenning is.

2. Wat zijn de overige problemen
# hoe communiceren we het bestaan van verschillende IMC's in belgië
naar de buitenwereld?
# Hoe linken we naar elkaar?
# Kunnen mensen actief zijn in verschillende IMC's?
# Hoe gaan we om met kritiek op andere IMC's op onze websites
Er zijn zeker nog heel wat meer problemen die moeten en kunnen
opgelost worden.

Voor imc-belgium kunnen die problemen met of zonder mediation worden
opgelost.  We verkiezen locale mediatie maar zullen ons niet verzetten
tegen andere voorstellen.  We sluiten ook niets uit als een mogelijk
resultaat van mediatie.

Misschien is de tijd aangebroken om eindelijk met die mediatie op te
starten of om te leren leven met idee dat er verschillende IMC's naast
elkaar bestaan in België.

We herformuleren dan ook onze vraag aan de locale IMc's.

# Is er wederzijdse aanvaarding / erkenning
# Willen we mediation?
# Met of zonder een mediator?
# Met locale mediatie of vanuit het IMC netwerk of beiden?

We stellen als deadline 7 juli voor om te antwoorden op deze vragen.
Deze IMC's die niet antwoorden of niet willen deelnemen aan mediation
kunnen de anderen niet blokkeren om dat toch te doen.
Niet Belgische IMC's kunnen de Belgische IMC's er niet van weerhouden
om een mediation-proces op te starten.
