| The URL for Palestine Indymedia was temporarily redirected by the tech
| group (imc-sfa-servers) on 29 April 2005. The reason for this was that
| the website was defaced by hackers, the software was out-of-date and
| it wasn't clear if there was contact with the Palestinian group who
| had been working on the website.
|
| In fact, members of the tech group can report contact with the
| Palestinian group who had been working on the website (mostly on the
| Arabic version) within the last 90 days, who are actively interested
| in continuing to work on the website with technical assistance.
| Unfortunately, this group operates out of a refugee camp in the West
| Bank where internet access can be sporadic and participation on
| imc-process can sometimes be impossible.

| We do not believe that imc-process should make the resuscitation of
| Indymedia in Palestine more difficult by assigning the domain name and
| responsibilities to an arbitrary global IMC group.

| COUNTER PROPOSAL - MOVING FORWARD WITH INDYMEDIA IN PALESTINE
| For about a year-and-a-half now, an idea has been kicked around to
| attempt a federative structure of IMC's in Palestine, comprised of
| current working groups there and developing an infrastructure to
| include more. This plan has been discussed on lists and in private for
| a while amongst the Indymedia volunteers involved with Palestine IMC
| since the beginning.

| We propose that this attempt at moving forward with Indymedia in
| Palestine receive the authorization of imc-process and that contact is
| re-established with all original parties to begin a mailing list
| collaboration at working on the obstacles which have prevented this in
| the past: communication issues, dispute resolution (if still
| applicable) and a federative infrastructure which can allow
| collaboration as well as autonomy for local groups. The authors of
| this counter-proposal can provide the initial contacts and
| organization necessary to move this project forward.

| This counter-proposal should not be controversial so we give a
| deadline of 7 days.

| El URL para CMI Palestina fue redirigido temporalmente por el grupo
| tecnico (imc-sfa-servers) en el 29 de Abril de 2005. El razon era que el
| website fue desfigurado por hackers, el software era viejo y no fue
| claro si habia contacto con el grupo de Palestina que antes habia
| trabajando en el website.

| De hecho, varios miembors del grupo tecnico reportan contacto durante
| los ultimos 90 dias con ese grupo que habia trabajado en el website (la
| version arabe) al cual le interesa seguir trabajando en el website con
| apoyo tecnico. Desafortunadamente, este grupo opera desde un campo de
| refugiados donde el acceso al internet puede ser esporádico y la
| participacion en imc-process a veces puede ser imposible.

| No creemos que imc-process debe hacer mas dificil la resucitación de
| Indymedia en Palestina por asignar el nombre de dominio y las
| responsabilidades a un grupo de IMC Global arbitrario.

| CONTRA PROPUESTA - MOVIENDO HACIA ADELANTE CON INDYMEDIA EN PALESTINA
| Por alrededor de un ano y medio, se ha discutido la idea de crear una
| estructura federativa para los CMIs en Palestina, hecho de los grupos de
| trabajo alla y desarrollando una infraestructura para incluirles a mas.
| Este plan se ha discutido en las listas y en privado por mucho tiempo
| entre los voluntarios involucrados con CMI Palestina desde el principio.

| Nosostros proponemos que imc-process autorice a este intento a adelantar
| con Indymedia en Palestina y que se reestablezca eonctacto con todos los
| partidos originales para empezar una lista de correo para trabajar en
| arreglar estos obstaculos que han prevenido una solucion en el pasado:
| asuntos de comunicacion, resolucion de disputas (si todavia es
| relevante) y una infraestructura federativa la cual puede permitir la
| colaboracion y el autonomia para los grupos locales. Los autores de esta
| contra propuesta pueden proveer los contactos iniciales y la
| organizacion necesaria para adelantar a este proyecto.

| Esta contrapropuesta no debe ser polemico, pues la damos una fecha
| limite de 7 dias.
