Some concerns have been raised about the German proposal which are
pretty serious (see below).  I guess I'd like to agree with Deva, and
further propose that we should consider the German proposal blocked if
someone who raised a concern can come up with a better solution.

Does that sound like a really stupid solution to the block impasse?  I
just think if we go to no proposal at all now, or just go back to some
kinda vague "ask the Belgium collectives to deal with it through
mediation and that's all we can do" thing, then we are not doing
anything at all towards resolving the basic problem of a nationally
named iMC that is not in solidarity with its locals.
