What I make of it is that 'global' finance should either be 
decentralized, or rotated. If the proposal were today, I am confidant 
Portland would block UC being a fiscal sponsor for any aspect of the 
collective network. (what an individual IMC does is up to them)

I am also troubled by UC IMC receiving 5% of donations. If someone made 
a $50,000 donation to global IMC, UC would take $2500

Then UC also has a paternalistic attitude in how they talk about giving 
help other IMC's. The idea of helping is good, but the attitude I feel 
from it is not.
