I think the whole purpose of a suggestion (as in, a suggested list 
protocol) is to be able to have a working rule without requiring full 
consensus.  So we can all try to follow it as appropriate, and if there's 
widespread not-following of it and that causes disruption, then we can use 
a proposal.

Suggestions don't have to be rules to be followed.

As I understand in the suggestion is to limit posts per person per topic 
to 3 per day.  Which seems like a lot to me- I'll personally try to stay 
to 2.
