After a three week period for discussion there was support for=20
disaffiliating the Virginia Beach IMC and no objections to the=20
proposal. So, we can now take Virginia Beach off the cities list.

PROPOSAL:
Virginia Beach IMC (disaffiliation -- proposed decision deadline, June 20,=

SUMMARY: A proposal to formally take the Virginia Beach, US IMC off the=20
Indymedia cities list because of inaccuracies, intentional or otherwise, in=
=20
its new-imc application, and the lack of a functioning collective. This=20
proposal has passed through the new-imc working group.
THE STORY:
Jim of Virginia Beach, Virginia, in the US, claiming to represent a small=20
but functional IMC collective in his town, contacted the new-imc working=20
group in October 2005 to try to get their group on the Indymedia cities=20
list=20
(http://lists.indymedia.org/pipermail/new-imc/2005-October/1019-2f.html). I=
=20
(Jay from the new-imc working group) agreed to help them through the=20
new-imc process. Jim represented his collective as a close-knit group of=20
activists that had been organizing together in their city for a long time.=
=20
I sent him the principles of unity and membership criteria, e-mailed=20
extensively with him and talked with him several times on the phone as the=
=20
IMC went through the process. "The VA Beach collective" agreed to all the=20
principles and replied to the membership criteria. They also responded to=20
my satisfaction to my three main suggestions:
-- they originally did not have an editorial policy. I said they needed one=
=20
and, after supposedly meeting extensively with the collective, Jim sent a=20
rather detailed one.
-- they did not have a public e-mail list, though Jim said their meetings=20
were public. Jim told me this group did not communicate over e-mail, but=20
reguarly in person. I said they didn't have to have all their communication=
=20
in public but they really had to be sure to open up the collective to the=20
community. To do this, I said they should definitely have an open e-mail=20
list, at the very least as a place to post minutes of meetings. After a=20
while Jim said their collective agreed to set one up as part of their=20
joining the network.
-- I suggested they should have another IMC from their region sponsor them,=
=20
preferably the Richmond IMC or an IMC in North Carolina. Over several weeks=
=20
Jim claimed to be trying to contact them with no response. I also e-mailed=
=20
people I knew in those places but got no response. So, rather than hold VA=
=20
Beach up indefinitely to wait for another IMC to sponsor, I agreed to pass=
=20
along their information to the new-imc list. Their application=20

went through the new-imc list and imc-process with no objections. They were=
=20
welcomed to the network on December 1, 2005.
Since that date, the following facts have become clear:
-- Jim has registered the Virginia Beach IMC as a for-profit corporation in=

the State of Virginia, clearly violating the principles of unity.
-- as far as I know, the VA Beach IMC never opened a public e-mail list as=
=20
promised.
-- There currently does not seem to be a functioning VA Beach collective.=20
The VA Beach IMC has not updated their web site=20
(http://www.vbindymedia.org/) since being added to the cities list. It=20
seems to have since been taken off the cities list already, at least on=20
www.indymedia.org.
-- while the VA Beach IMC was going through the new-imc process, an IMC=20
group called the Hampton Roads IMC, covering approximately the same=20
geographic area, was actively organizing. They have since been approved as=
=20
an IMC=20

At no point did Jim tell mey there was another IMC organizing in the area.=
=20
As I now know, Jim had been to several meetings of the Hampton Roads IMC=20
and left their organizing several months before applying to Indymedia as=20
the Virginia Beach IMC.
(Hampton Roads did not contact the new-imc working group until after VA=20
Beach was on the cities list.)
-- Many e-mails and phone messages to Jim have gone unanswered.
PROPOSAL: For these reasons, the new-imc working group proposes the=20
Virginia Beach IMC be removed from the cities list.=20
